I have no idea on US laws I'm afraid. But I think IF gliders are illegal in that state, then no license will cover you. Isn't the license only for breeders of gliders? Contact the USDA they should be able to give you the information you need.

It's not that they're illegal it's that you have to have a license to own them but they won't give you a license.

A license to just own them? I thought it was just for breeding pairs.

From the little bit of searching on the tinternet I have just done, gliders are not illegal in Virginia... This is what I found: Current States and Areas Known to be illegal:
Alaska California Georgia Hawaii Massachusetts Pennsylvania (PA is not issuing or renewing required permits to own sugar gliders. PA law REQUIRES permits to own a sugar glider legally. Without a permit you may NOT own a sugar glider in the state, therefore ALL sugar gliders are illegal inside the state.)

Well that little bit said that PA are not handing out more permits... It's making it so the people who had gliders before the law was passed could keep their gliders, but no new ones could be brought in. So, no, you can not get a license for gliders in PA.

Maybe you'd be better off finding Elvis a new home where he can have friends and then in a few years' time when you are more able to give him what gliders need, get yourself a couple more. I know it's not what you wanted, but if you have to move to a state that doesn't allow gliders, that's really all you can do and still be fair on Elvis. If you are caught with him inside state lines, he could be taken away from you and put to sleep... Yes, that is worse case scenario, but is it worth the risk? Elvis needs company, which you would not be able to get him in PA, also...

That's still not going to help you get him into PA.
